«Carles Buigas es la avenida principal del área de mayor densidad turística de Salou, uno de los principales destinos vacacionales de la costa mediterránea española. El objetivo principal de la intervención temporal, de los arquitectos Inés de Rivera, Daniel Lorenzo y Núria Salvadó, ha sido la de invertir la prioridad de movilidad habitual dando preferencia al peatón frente al vehículo a motor. La transformación de la calle implica a los peatones en el cambio. Se desarrolla una estrategia que con pocos recursos modifica los límites de uso anteriormente establecidos y celebra una nueva forma de utilización del espacio público.»

«Carles Buigas is the main avenue in the most densely populated tourist area of Salou, one of the main holiday destinations on the Spanish Mediterranean coast. The main objective of the temporary intervention of architects Inés de Rivera, Daniel Lorenzo and Núria Salvadó, has been to reverse the usual mobility priority – giving preference to pedestrians over motor vehicles. The transformation of the street involves pedestrians in the change. A strategy was developed that, with few resources, modifies the previously established limits of use and celebrates a new way of using public space.»

«En el momento en el que se comienza el estudio–análisis de la zona de la Avenida Carles Buigas de Salou, ésta se encontraba en proceso de degradación tanto del espacio comercial a lo largo del eje como de las construcciones que la acompañan: apartamentos y hoteles.
La intensa actividad turística condiciona la «especialización» y estacionalidad del comercio y dificulta el establecimiento de viviendas permanentes. Existe la coincidencia entre Administración Pública y sector hotelero de que se ha de actuar sobre el entorno. Se buscan propuetas que reviertan la situación y cambien las dinámicas existentes.»

«At the time when the analysis of the area of Avenida Carles Buigas in Salou began, it was in the process of degradation of both the commercial space along the axis and the buildings that accompany it: apartments and hotels.
The intense tourist activity conditions the «specialization» and seasonality of commerce and hinders the establishment of permanent housing.There was an agreement between the Public Administration and the hotel sector that action must be taken on the environment. Proposals are being sought to reverse the situation and change the existing dynamics.»

“En 2017, como resultado de un proyecto de investigación sobre el área turística de análisis – diagnosis y propuestas, propusimos una prueba piloto que permitiera avanzar en la definición de soluciones para el eje principal, la Avenida Carles Buigas. El objetivo era el de poder evaluar el impacto y satisfacción de los usuarios y revisar la propuesta de reurbanización del área.
La inicial y esperada contestación comercial, fue rápidamente contrarrestada por el éxito de uso, en parte respuesta a la gran densidad de usuarios que acoge esta zona en época estival, y a la alta demanda de espacio público existente.
La prueba piloto permaneció en Carles Buigas 4 años ( 3 más de los planificados), hasta la completa reurbanización del eje turístico.

In 2017, as a result of a research project on the tourist area of analysis, diagnosis and proposals, we proposed a pilot test that would allow us to advance in the definition of solutions for the main axis, Carles Buigas Avenue. The objective was to evaluate the impact and satisfaction of users and to review the proposal for the redevelopment of the area.
The initial and expected commercial response was quickly counteracted by the success of use, partly in response to the high density of users that this area receives during the summer season, and the high demand for public space.
The pilot test remained in Carles Buigas for 4 years (3 more than planned), until the complete redevelopment of the tourist area.”

«El uso efímero de la intervención condicionó la propuesta y la elección de los elementos de proyecto que debían facilitar su montaje y deconstrucción. El uso de elementos reciclados y/o reutilizados (por ejemplo: barriles metálicos) contribuyó además a reducir el coste del proyecto.
Los puntos amarillos de la calle se convirtieron en un detalle característico de este proyecto. La geometría maximiza la visibilidad y reduce la superficie a pintar. Se utilizó pintura acrílica amarilla – pintura vial. Se establece una disposición variable de los puntos que responde a las actividades que acogen: más separados – espacio para peatones y vehículos (como las plazas de aparcamiento y los pasos de peatones), mayor densidad uso exclusivo peatonal.
El mobiliario auxiliar se construyó utilizando los elementos básicos.
Los elementos de iluminación han sido reutilizados en otros espacios – intervenciones municipales.

The ephemeral use of the intervention conditioned the proposal and the choice of project elements that should facilitate its assembly and deconstruction. The use of recycled and/or reused elements (e.g. metal barrels) also contributed to reduce the cost of the project.
The yellow dots on the street became a characteristic detail of this project. The geometry maximizes visibility and reduces the surface area to be painted (yellow acrylic road paint was used).
A variable arrangement of the points was established in response to the activities they host: those that are more separated marks space for pedestrians and vehicles (such as parking spaces and pedestrian crossings), and those with higher density means exclusive pedestrian use.
The auxiliary furniture was built using the basic elements.
The lighting elements have been reused in other spaces – municipal interventions.«

“El proyecto afecta a un tramo de 500 metros entre la rotonda de la calle Murillo y la calle Zaragoza (antes de que empezaran las obras, sólo el 35% de la superficie estaba destinada a los peatones, la intervención aumenta la superficie de uso exclusivo peatonal hasta el 80%).El uso de barriles de aceite reutilizados y pintura de color amarillo (color de señalización de las obras, pero también festivo y estival) son la base de un sistema que permite diseñar el mobiliario auxiliar de la intervención: asientos, mesas y aparcamientos de bicicletas que hacen más amable el espacio ganado a los vehículos e invitan a los visitantes a ocupar la calle.
Los barriles, protección frente a una movilidad residual, es también soporte de la iluminación nocturna, una guirnalda lineal con un claro carácter festivo y lúdico.

The project affects a 500-meter stretch between the Murillo Street traffic circle and Zaragoza Street (before the works began, only 30% of the surface was available for pedestrians; but this intervention increased the use of the street for pedestrians).
The use of reused oil drums and yellow paint (the color used to mark the works, but also a festive and summer color) are the basis of a system that makes it possible to design the auxiliary furniture of the intervention: seats, tables and bicycle racks that make the space gained from vehicles more pleasant and invite visitors to occupy the street.
The barrels, protection against residual mobility, also support the night lighting, a linear garland with a clear festive and playful character. ”

“Teniendo en cuenta la temporalidad y el uso efímero de la intervención, se decidió trabajar con pocos elementos y muy económicos (pintura, bidones y luces) y con el color amarillo, que es el color utilizado para la señalización de obras en el espacio público.
El éxito de la prueba confirma que la ampliación del espacio libre y la priorización de los peatones frente a los vehículos son vías fundamentales para mejorar la condición urbana de la Avenida Carles Buïgas y su entorno.
El resultado de este proceso de investigación quiere poner de manifiesto la necesidad de aplicar nuevas herramientas de gestión, que pongan en valor y permitan desarrollar proyectos de interés comunitario a pesar del riesgo político que puedan comportar.

Taking into account the temporality and ephemeral use of the intervention, it was decided to work with few and very cheap elements (paint, drums, and lights) and with the color yellow, which is the color used for signaling works in public spaces.
The success of the test confirms that the expansion of free space and the prioritization of pedestrians over vehicles are essential ways to improve the urban condition of Avenida Carles Buïgas and its surroundings.
The result of this research process wants to highlight the need to apply new management tools, which value and allow the development of projects of community interest despite the political risk they may entail.”
